Medicaid Program Advisor - DFRS - Item 1028 in Albany, NY

Responsibilities: 

Working under the supervision of the Directors of the Residential Health Care Reimbursement Bureau and the Global Cap Bureau.

Residential Health Care Reimbursement Bureau: This position will conduct Medicaid data analysis to support the development of Residential rates as well as providing deeper analysis into the programs relating to critical Department initiatives. This individual will also supervise and manage the workflow of Data Analysts engaged in similar tasks, as well as working closely with the rate setting analysts. This information will be utilized for rate setting activities for setting Fee-For-Services rates.

Global Cap Bureau: This position will establish expenditure targets for all Department of Health programs and track and analyze those expenditures monthly. The position will conduct analysis of Medicaid Redesign Team (MRT) initiatives, such as implementation status and financial impacts. This individual will also oversee the provider rate package process. Finally, this position provides data to support the Statewide Accountability Measures and Budget Neutrality requirements.

Specific duties include:

  • Query, collect, analyze, manipulate and summarize large Medicaid data sets for use in development of fee for service Residential rates.
  • Prepare narrative reports, comparative analyses and draft correspondence concerning fee for service encounter and cost data surrounding the provision of health care services.
  • Describe and report on the progress of data analysis, modeling and metric evaluation.
  • Examine underlying related data trends to inform the fee for service rate setting process
  • Provide additional analytical focus on the Personal Care program, which is undergoing major rate structural review
  • Supervise and Manage the work of Data Analysts within the team
  • Develop trainings with the support of other Data analysts on pulling and analyzing Medicaid and encounter data
  • Engaging in the development and implementation of strategies for measuring and incentivizing efficiency and quality of care in collaboration with other Divisions and Offices within the Department of Health

QUALIFICATIONS: 

  • The ability to think creatively and strategically, with strong attention to detail and problem-solving skills.
  • Computer literacy in the use of data structures, databases and analytical software
  • The demonstrated ability to design, manage and work with databases/systems.
  • Proficient in the use of standard office technology and basic Microsoft applications including Word, Excel, and PowerPoint.
  • Ability to work well independently and with little supervision.
  • The ability to travel within NYS as needed.
  • Strong analytical and communication (both written and verbal) skills with the ability to present data to interested parties with varying technical backgrounds.
  • The ability to supervise team members, manage a workplan, and maintain momentum on a variety of projects and activities.
  •   

EDUCATION & EXPERIENCE: 

  • Bachelorís degree in computer science, statistics, public administration, finance, or a related field, required; Masterís degree preferred.  
  • Eight (8) years of demonstrated progressive work history.
  • Two (2) years of experience with SAS business analytics software or SQL programming, required.
  • Experience in using HTML coding is preferred 
  • Experience with data collection, merging data and analysis of very large data sets, preferred.  
  • Proficiency in Microsoft Office applications including Excel, Access, and Power point, required.
  • Experience in developing Access databases is strongly preferred.
  • Familiarity with Salient and use of the Medicaid Data Warehouse preferred.
