Healthcare Financial AnalystĖ DFRS - Item-1031

Department: Division of Finance and Rate Setting (DFRS)
Location: Albany, NY

This individual will assist staff in the New York State Department of Health, Office of Health Insurance Programs in the planning, implementation and evaluation of health reform initiatives with a primary focus on the "Care Management for All".  This individual will be assist in the integration of behavioral health services into managed care platform through Behavioral Health Organizations (BHOs) and Health and Recovery Plans (HARPs).

 

DUTIES: 

  1. Assist directors and staff in the Office of Health Insurance Programs (OHIP), Division of Finance and Rate Setting (DFRS) in a broad range of program planning, implementation reporting and evaluation activities.
  2. Assist with State actuarial staff in setting managed care premiums, while ensuring rates meet Federal guidelines and are actuarially sound.
  3. Assisting with the tracking, monitoring and reporting on the progress of Medicaid encounter data and DFRS related projects in other state agencies and divisions, which may include the Office of Mental Health and Division of Budget.
  4. Providing assistance to internal work groups including preparing meetings agendas, briefing materials and summary reports of key decisions, outstanding issues, and options for next steps, as appropriate.
  5. Assist in updating a wide range of documents including work plans, monthly and quarterly progress reports, and provider/grantee guidance materials and manuals.
  6. Assist in monitoring the progress of program implementation and preparation of quarterly and annual progress reports; coordinate and obtain information from other Divisions and agencies.
  7. Other activities as may be deemed necessary in response to the changing needs of the Division.

 

QUALIFICATIONS:

  1. Strong analytical and communication (both written and verbal) skills.
  2. The ability to think creatively and strategically.
  3. The ability to work independently, as well as in a team environment.
  4. Proficient in the use of standard office technology and basic Microsoft applications including Word, Excel, and PowerPoint. 
  5. The ability to travel within NYS as needed.

 

EDUCATION & EXPERIENCE:

  1. Bachelorís degree in business, management, public administration, finance, or a closely related field, required. Masterís degree in business, public administration, economics, management, or a field that is closely related to public health care, preferred.
  2. A minimum of three (3) years of financial experience; A Masterís degree in economics, accounting, business, management, healthcare administration, public administration, or a closely related field would be considered in lieu of one year of professional experience.
  3. Experience using advanced functions in Excel, preferred.
  4. Experience with, or knowledge of, NYS public health insurance programs (e.g., Medicaid, Managed Care, BHO/HARP) preferred.
